İnsanoğlu dünyada yaşam sürmeye başladığı günden beri refah seviyesini artırmaya çalışmıştır. Bu durum dünya üzerinde sürdürülen hayatın tekamül etmesine yol açmış ve tarih boyunca birçok paradigmal değişimin tecrübe edilmesine neden olmuştur. Dünyanın geldiği son aşamada yapay zeka olarak isimlendirilen ve temelde insan tarafından üretilen düşünebilme, analitik bağ kurabilme yetisine sahip yapay zihin üretimi gerçekleştirilmiştir. Yapay zeka ile birlikte yaşamın her yönüyle köklü bir biçimde dönüşeceği öngörülmektedir. Yapay zekanın kullanım alanı her geçen gün artmaktadır. Özel sektörde olduğu gibi kamu sektöründe de yapay zeka kullanımı son yılların trendi olarak görülmektedir. Yapay zekanın kamu yönetiminde yaygınlaşan kullanımı, hükümetler için çok sayıda fırsat ve tehdidi beraberinde getirmektedir. Avrupa Birliği ve birliğe üye ülkelerin deneyimleri kamu yönetiminde yaşanan yapay zeka dönüşümünün adeta bir labortuvar görünümünü bize sunmaktadır. Bu çalışmada yapay zeka ve kamu yönetiminde yapay zeka kullanımı kavramsal çerçevede ele alınmaktadır. Avrupa Birliği’nin yapay zeka alanında yürüttüğü çalışmalar ve üye ülke uygulamalarının bu alana ilişkin önemli ipuçları vereceği düşünülmektedir. Nitekim kamu yönetiminde yapay zeka kullanımına ilişkin literatür her geçen gün gelişmektedir. Çalışma bu çerçevede mütevazi bir katkıda bulunmayı amaçlamaktadır.
